Kaspersky and the Cyber Security and High-Tech Crime Prevention Department under the Ministry of Public Security of Vietnam have signed a Memorandum of Understanding (MoU) to strengthen cybersecurity capabilities in Vietnam. The agreement focuses on supporting the development and implementation of cybersecurity policies, sharing expertise and international experience, and exchanging threat intelligence and data on cyberthreats.
Amid Vietnam’s rapid digital transformation, cyber-risks are increasing in both scale and sophistication. Over the past nearly 20 years, Kaspersky has collaborated with government agencies, enterprises, and research institutions in Vietnam, contributing to enhanced capabilities in addressing cyberthreats. In 2025, Kaspersky further expanded its presence by opening its official office in Ho Chi Minh City.
The signing ceremony took place on September 8, 2026, with the participation of senior representatives from both sides. Denis Davydov, Senior Vice President for Government Relations at Kaspersky, and Lieutenant Colonel Trieu Manh Tung, Deputy Director of the Cyber Security and High-Tech Crime Prevention Department, signed the agreement on behalf of their respective organizations.
Under the framework of cooperation, both parties agreed to promote the exchange of knowledge, expertise, and technological solutions to enhance capabilities in preventing, detecting, and responding to cybercrime and high-tech crime, thereby contributing to a safe and secure cyberspace.
Denis Davydov stated: “In an increasingly complex cyberthreat landscape, multi-stakeholder cooperation is essential to strengthening resilience. The partnership between Kaspersky and the Cyber Security and High-Tech Crime Prevention Department demonstrates our shared commitment to capacity building, knowledge exchange, and enhancing Vietnam’s cybersecurity posture in the face of emerging challenges.”
Speaking at the ceremony, Lieutenant Colonel Trieu Manh Tung noted: “Vietnam is accelerating its digital transformation alongside the imperative to ensure cybersecurity and information safety. Cooperation with Kaspersky will provide valuable international expertise and experience, helping us strengthen our capacity to proactively respond to increasingly sophisticated cyberthreats, while also promoting cybersecurity awareness and culture across society.”
The signing of this Memorandum of Understanding marks an important milestone in enhancing national cybersecurity capabilities and reaffirms the commitment of both parties to jointly building a safe, secure, and sustainable cyberspace.

The Cyber Security and High-Tech Crime Prevention Department under the Ministry of Public Security of Vietnam is responsible for advising and implementing measures to safeguard national security in cyberspace; preventing, detecting, and combating cybercrime and high-tech crime; and ensuring cybersecurity and information safety.
The Department plays a key role in developing and improving legal frameworks and policies on cybersecurity; conducting monitoring and incident response; protecting critical information systems related to national security; and promoting international cooperation in cybersecurity. In addition, it actively organizes training programs, exercises, and capacity-building initiatives for specialized forces and relevant stakeholders, contributing to the protection of national sovereignty and interests in cyberspace.
